While these are both tributes to Queen Victoria, they are two very different verses. "To the Queen", 1891, was one of 25 poems by Arthur G. Doughty published in the collection, Rose Leaves, 1894. And, "To the Queen", 1897, was one of 28 poems by A.G. D., published in the collection Nugae Canorae, 1897.
